Regional restaurant chain, Farrelli’s Pizza, is currently in the process of opening a new location in Yelm.
This fall, the city of Yelm issued a notice of decision approving a site plan proposal for the new location of the restaurant chain.
The date the restaurant will open for business has not yet been announced.
Yelm Planning and Building Manager Landon Hawes said the city is waiting on Farrelli’s Pizza to submit civil plans.
“This is the stage where we take a close look at documents such as utility and landscaping plans to make sure they’re in line with city requirements,” said Hawes. “I don’t have an estimated time frame for approval that I can share. It will really all depend on when Farrelli’s submits their plans.”
The project will include the enlargement of an existing restaurant and parking lot at 813 Yelm Ave. W. Additional indoor seating on the northwest building corner and two covered patios with outdoor seating will be installed.
Currently developed as a restaurant, the property is near the Yelm Medical Plaza on approximately 1.61 acres.
It is currently zoned as commercial, which means there is an intent to permit the business for convenience goods and services.
The application materials Farrelli’s Pizza Yelm submitted to the city included preliminary civil plans, a stormwater pollution prevention plan, an engineered drainage report, an owner’s stormwater maintenance plan and a soils report.
In its notice of decision, Yelm city planners noted that an adjoining property owner commented in support of the development.
There are some regulations the business will have to meet in its future plan submissions.
The commercial meter currently has a double check valve assembly, which does not meet backflow requirements for non-irrigation meters, so a reduced pressure backflow assembly is required on the commercial meter, stated the notice of decision.
“Any commercial use that potentially generates fats, oils, or greases (FOG) are required to remove FOG from the wastewater before it enters the STEP tank,” stated the notice of decision. “Proof of compliance with FOG regulations is required at civil plan submission.”
Concurrency with sewer, water and transportation infrastructure have been met, and the project does not increase the student population, so developers will not need to pay a school impact fee. However, developers will need to pay a fire impact fee at the time the building permit is issued, if that time comes.
Since the existing restaurant is part of the Killion Road Local Improvement District, frontage improvements have already been completed.
If the building’s height exceeds 30 feet, 26-foot fire access lanes will be required.
The development will also need to meet the standard set by the Stormwater Management Manual for Western Washington since Yelm is considered a critical aquifer recharge area.
“The preliminary stormwater site plan states that the project is not in an aquifer recharge area,” stated the notice of decision. “This should be corrected to state that the site is in a critical aquifer recharge area.”
Since the current building entry does not have direct access to the public sidewalk, a paved pedestrian walkway will be required from the public sidewalk to the building entrance.
Yelm Assistant planner Casey Mauck said the benefits of having a new restaurant in town “include more amenities for residents, increased services closer to people’s homes, and a positive contribution toward making Yelm a more walkable community.”
Mauck said it’s also an opportunity to see more local businesses open up in the area.
“The city also wants to support retail and commercial development in the community and boost our local economy,” she said. “Local development means that our residents have opportunities to spend their money in Yelm and enjoy increased employment opportunities.”
