Yelm City Council approves appointment of Robert Bailey to planning commission

New commissioner has decades of experience with WSDOT

With the appointment of David Johnstone to the Yelm City Council last month, Mayor Joe DePinto has officially filled Johnstone’s vacancy on the Yelm Planning Commission as city councilors unanimously approved his appointment of Robert Bailey.

Bailey, a 28-year employee of the Washington state Department of Transportation (WSDOT), was involved in Phase I of the Yelm Bypass project, or Yelm Loop, many years ago. In his application, the appointee wrote he’s “eager” to become a more active and engaged member of the local community.

“Contributing a positive attitude and fresh perspective to city discussions is something I find both exciting and meaningful, especially as a way to set an example for my daughter. After nearly 30 years serving the citizens of Washington through my work with the state, I’m ready to bring that same dedication and sense of pride home to Yelm,” he wrote. “Years ago, I was part of the Yelm Bypass Phase I project, and I’ve been looking forward to the completion of Phase II ever since. Being involved in city planning offers a way to help shape the thoughtful growth of our community.”

The newest planning commissioner is WSDOT’s design-build site manager for its Tacoma Project Engineering Office, where he oversees the administration and delivery of a $135-million fish passage project spanning over three roadways in Kitsap County over a five-year period. Bailey said his role demands constant oversight, coordination and clear communication with stakeholders.

“I have spent 28 years in public service with the Washington state Department of Transportation, where I’ve gained extensive experience in construction management, traffic impact assessments and public engagement,” Bailey wrote.




The longtime transportation employee said he regularly attends local events in the region such as Prairie Days, Yelm Community Schools events, the farmers market and more. He also maintains an online social media presence in order to learn about what his community desires.

“I’m active on social media and stay informed about the issues and concerns raised by residents both within and outside city limits,” he wrote. “Professionally, I engage in weekly meetings with contractors, co-managers, members of the public and support staff. I also attend in-person meetings focused on community outreach and involvement.”

According to the Yelm City Council agenda packet for the June 24 meeting, planning commissions are mandatory while planning under Growth Management Act. They advise the Yelm City Council on all planning and development issues, including the preparation and revision of the Yelm Comprehensive Plan and local land use regulations.

“I did speak out to a few different folks, including staff, as well as the planning commission chair and Mr. Bailey himself,” DePinto said. “One of the things I appreciate about Mr. Bailey is his experience at WSDOT. He’s got decades of it. He’s very familiar with this town. He’s lived here for quite a while, and is experienced with a lot of our projects including the Yelm Loop.”
