An Olympia man is facing voyeurism and possession of child sexual abuse material charges following a Washington State Patrol High Tech Crimes Unit (HTCU) investigation.
Robert D. Welliever, 49, was arrested and booked into the Thurston County Jail on March 30 after HTCU detectives, assisted by other Washington State Patrol divisions and an FBI SWAT team, executed a search warrant on his residence.
Inside Welliever’s residence, investigators found “numerous digital files” on the suspect;s computer depicting the sexual abuse of minors, according to a State Patrol news release.
Further forensic examination of the suspect’s devices reportedly revealed “additional evidence of unlawful recording activities involving individuals in public locations throughout Thurston County,” State Patrol states in a news release.
Welliever has since been charged with one count each of first-degree voyeurism and first- and second-degree possession of depictions of a minor engaged in sexually explicit conduct.
Bail is set at $100,000.
Welliever’s arrest was part of an investigation that began Dec. 8, 2025, when investigators identified activity involving the sharing of suspected child sexual abuse material through a peer-to-peer network lined to an IP address in Olympia.

After confirming the material and serving a subscriber warrant, investigators identified a residence associated with the activity — Welliever’s — and obtained a search warrant for it.
