Thurston County resident withdraws recall petition against court clerk

Thurston County resident Arthur West has withdrawn his petition to recall Court Clerk Linda Enlow just two weeks after the county superior court received his petition.

According to the statement of charges acquired by The Chronicle, West demanded the recall and discharge of Enlow for “acts of misfeasance and/or malfeasance while in office and for violations of her oath of office related to her failure to perform a mandatory duty between Dec. 26, 2024, and Jan. 9, 2025.”

West accused the clerk of failing to transmit various orders, including an order setting a hearing in his attempt to recall Thurston County Commissioner Emily Clouse. He also claimed that Enlow willfully failed to obey the mandatory terms of an order requiring the clerk to immediately disburse funds to him in a separate case against Navy Federal Credit Union.

In West’s recall effort for Clouse, he claimed that Enlow “failed to transmit or inform petitioner West of multiple orders entered in the case between December 26 and January 7, when West learned from the respondent’s answer that a hearing had been scheduled for January 9, nearly a week earlier.”



West believed this was “either a deliberate attempt to deny West due process and equal protection and to prejudice his constitutional right to recall another county officer, Thurston County Commissioner Clouse, or a deliberate, knowing and grossly negligent failure to notify West of numerous court orders and notice of the hearing on January 9, or both.”

The Thurston County Superior Court received West’s statement of charges on March 3 and his withdrawal of his petition on March 17. In his withdrawal, West states that, “Upon further inquiry, it appears that the conduct complained of may not have been knowing and intentional.”

Enlow did not respond to West’s recall petition or withdrawal of petition.
