Roy City Council approves engineering and planning services

The City of Roy will have new city engineering, consulting and planning services in the new year, as the City Council approved requests for bids during its meeting on Monday, Jan. 8.

Skillings Engineering & Consulting, a Washington corporation located and operating in Lacey, has entered into an agreement with the City of Roy to serve an on-call role as the city’s engineer for projects involving water treatment, sidewalks, crossing improvements, parks and more.

BHC Consultants also entered into an agreement with the city to provide city planning services. The company, which replaces retiring City Planner Jeff Boers, also works with Roy on the periodic update of its comprehensive plan.

Roy renewed its contract with Townzen & Associates to continue providing building official services. Lastly, the council appointed Curtis Chambers and the law firm of Inslee, Best, Doezie & Ryder as city attorney and Lisa Marie Roybal Elliott as special legal counsel for the Roy Police Department.

 



In other council news:

• Roy City Council meetings will now be held once a month on the second Monday of every month. The council discussed the potential of creating a second meeting each month that would look more like a town hall, with the community heavily involved.

• The council set a date for its first quarter town hall, which will be held at 7 p.m., Monday, March 25 at Roy City Hall.

• Residents who wish to speak at future council meetings will now have five minutes to address the council instead of three. The council will also have five minutes to answer questions or respond to concerns if the information is readily available.

• Mayor Kimber Ivy said she spoke to Yelm Mayor Joe DePinto about a general cost estimate for a lobbyist for Roy. The council voted to seek requests for proposals for potential lobbyists and to research the cost.

• The council is also seeking requests for proposals for a water rate study contract. The city received one bid from FCS Group, a Redmond-based company, to complete its water rate study, but the council decided to seek additional bids as the contract with FCS Group would cost nearly $30,000.
